Admin Hax

• Adds /broadcast or /broadcastmsg command for sending a message across the server
• Adds broadcast.server-prefix to the locale

broadcast:
  server-prefix: "<green>[Server]</green> » "

• Adds adminhax.commands.broadcast permission
• Adds /adminhaxreload command, to reload configurations and locale
• adds adminhax.reload permission

Fix Unhandled exception that would occur when trying to use /repair - also fixes the fact no message would show up
