Nether Weather

​Changes:

1. Backported to 1.20.1 (fire resistant items have been hardcoded; excluded all 1.20.3+ features; 'gust' and 'small_gust' particles no longer display);
2. Replaced 'dust_plume' particle with 'dust' (the parameters are "0.57 0.57 0.57 1");
3. Downgraded some Heatblast particles ('trial_spawner_detection' with 'small_flame'; 'trial_spawner_detection_ominous' with 'instant_effect').
